A place to post pictures of people doing things they shouldn't be doing like... having their dogs off leash, having their dogs on Alki Beach or any other Seattle park where dogs are not allowed.

You need better evidence that that is a "No Dogs" beach. There are some dogs allowed beaches in Seattle, and your photo proves nothing without more evidence of where it was shot.
